Add clutter device added and removed events to allow processing of them as
it happens in the backends, queuing them and performing actions in order.
This allows not to loose any event that is performed just before removing or
disabling a device, and still process the events in order in the event
queue.

The delete event was used for signalling the close button was clicked on
clutter windows. Being a compositor we should never see these, unless
we're running nested. Remove the plumbing of the DELETE event and just
directly call meta_quit() when we see it, if we're running nested.

clutter_event_get_scroll_finish_flags() should return a ClutterScrollFinishFlags
but due to what looks like a bad copy/paste it instead returns a
ClutterScrollSource on asserts.

The asserts would only return CLUTTER_SCROLL_SOURCE_UNKNOWN. This
is equal to CLUTTER_SCROLL_FINISHED_NONE which this patch uses
instead. Thus no functional change is intended. This only fixes a
compile warning.

When the pointer is grabbed, we send the crossing events that are
initiated by this pointer only to the actor that has the grab. For
grabbed touch sequences, we always capture and bubble the crossing
events right now.
Fix this and make grabbed pointers and touch sequences behave the same
by sending touch crossing events only to the grab actor.

If a device (virtual or real) is removed while there are remaining
events queued for that device, the event loop may try to access the
event freed memory.
To avoid the issue, add a reference to the device when the event is
created or copied, and remove the reference once the device is freed.

In cogl use cogl-config.h and in clutter use clutter-build-config.h. We
can't use clutter-config.h in clutter because its already used and
installed.
