Don't try to create a GIcon if the given icon name is empty, it will
lead to failure when loading the icon anyway, instead set the gicon to
NULL just as we do in the `set_gicon()` API when unsetting an icon.

Mutter and Clutter was changed to pass around the current target
framebuffer via the paint context instead of via the deprecated Cogl
framebuffer stack.
The framebuffer stack has also been removed from Cogl so change to use
the one in the paint context instead.

The reason for splitting this change up in two is to make it possible to

`g_object_notify()` actually takes a global lock to look up the property
by its name, which means there is a performance hit (albeit tiny) every
time this function is called. For this reason, always try to use
`g_object_notify_by_pspec()` instead.

The parameters that may affect the icon on ::style-changed are more size
related than visual (we listen to icon theme changes for the latter). It
makes sense to just update the icon if the size came out different.

Instead of just passing a scale when getting a cached icon, pass both a
'paint_scale', the scale of which the icon will be painted on the
stage, and a 'resource_scale', the scale of the resource used for
painting.
In effect, the texture size will use the scale 'paint_scale * resource_scale'
in a ceiled value while the size of the actor will use 'paint_scale' when
determining the size.
this would load a bigger texture, but the downscaling would keep the visual
quality.

Same case of the previous patch; _st_paint_shadow_with_opacity()
uses cogl_get_draw_framebuffer(), and this patch makes it receive
a CoglFramebuffer as a parameter instead.
The cautious reader might notice that this commit apparently goes
against the long-term goal, for it introduces more instances of
cogl_get_draw_framebuffer(). This is not wrong, but these introduced
ones will be removed later on, when ClutterActor.paint() receives
a CoglFramebuffer as a parameter instead.

ClutterTexture is a deprecated class that is simultaneously
an actor, and the content of the actor. Clutter's new model
is to separate painting (via ClutterContent) from actors.
Currently, StTextureCache relies on ClutterTexture to store
the loaded textures. This not only does not match the latest
practices of Clutter, but also generates various compile-time
warnings.
Port StTextureCache to store ClutterImages instead of storing
ClutterTextures. ClutterImage exposes the internal CoglTexture,
so no helpers are needed to match the current StTextureCache
API. Aspect ratio was dropped, but from my testing, it doesn't
change anything.
The shadows are currently rendered by painting the actor we want to
apply shadow on, in an offscreen buffer. The problem is that when this
actor has an allocation padding (ie allocation that isn't at 0x0
relatively to its parent), this padding is added within the offscreen
buffer and as a result the shadow rendering is truncated because the
offscreen buffer size is the size of the allocation box, not the
allocation box + padding.
This patch reposition the actor at 0x0 with rendering it by changing
the initial transformation matrix when rendering the actor offscreen.

Reroute setting those properties to a GIcon. API users are expected

The very similar clutter_actor_allocate_align_fill is close enough
that this is just needless duplication. Additionally, allocate_fill
already inverts the align if the text direction is RTL, so we don't
need to do that here.

Since an StWidget now has children, it needs to allocate those children
properly. Defer to the currently installed layout manager, like Clutter
does.
Now that we have something that allocates children in St, to prevent
double allocations, we use clutter_actor_set_allocation rather than
chaining up to StWidget::allocate.

Since we want to paint children by default in StWidget, we need to
provide a way for custom subclasses to paint their CSS backgrounds
without painting children... introducing st_widget_paint_background.
Additionally, remove any custom paint/pick handlers added by subclasses
of StWidget that just painted their children. This will cause double
painting if left alone.
This also removes the hacky things that some subclasses of StBin did
to prevent their one child to be painted by StBin.

Currently, "-st-shadow" can mean one of three very
different things:
1) shadow based on alpha of the background image
2) shadow the "border box" of the node
3) shadow applied to the content of a StIcon
It isn't well defined which of the above 3 cases
-st-shadow will mean for any given node, however.
This commit splits the property into three
different properties, "box-shadow",
"-st-background-image-shadow", and "icon-shadow"
to make it all very explicit.

Instead of converting a CSS-specified length to an integer by truncation,
round. This means that sizes specified by converting a pixel value into
non-px terms will work reliably instead of potentially being off-by-one.
