clutter/actor: Remove "allocation-changed" signal
Since we now no have ClutterAllocationFlags, there's no reason anymore for keeping the "allocation-changed" signal, so remove it. https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/1245
