When using the meson build system, gvc will be built as a subproject.
As meson restricts submodules to a subprojects/ directory in the
source tree root, move the submodule there.

'git ls-files --exclude=<pattern>' was changed (intentionally!)
not to exclude anything files that are actually in the index.
Since git ls-files by default simply lists the files in the
index, this is a problem. Emulating this in shell went past
the limits of what made sense, so move it to a simple external
python script.
Instead of just checking that we distribute all Javascript files, check
that we distribute everything that is in Git.
The toplevel Makefile.am has a variable DIST_EXCLUDE that lists patterns
of files that we actually don't want to distribute.
