Rewrite compat/getprogname.c and add setprogname().
The progname is now passed to the plugin via the settings array.

Add definition of WCOREDUMP for systems without it. This is known
to work on AIX and SunOS 4, but may be incorrect on other systems
that lack WCOREDUMP.
