Robert Bragg 050edcee23 mingw: update glib dependency to 2.28 
Cogl depends on glib 2.28 for g_source_get_time() so this patch updates
the mingw-fetch-dependencies.sh helper script to fetch the 2.28.8-1
win32 glib binaries.

The mingw-fetch-dependencies.sh script in this directory automates
fetching of the depndencies required to cross compile Clutter using
the MinGW compiler. For a description of how to use it, see:
