clutter: Notify ClutterActions about sequences that were cancelled
...
We're almost there, everything is in place to notify ClutterActions
about a sequence getting pulled away under its feet.
The only thing that's missing is the actual notification to actions now,
so let's do that.

clutter: Add information about event phase in ClutterActions
...
These will stick to a single phase, instead of juggling capture and
bubble event handlers to do whatever they want.

Don't use config.h in clutter and cogl
...
In cogl use cogl-config.h and in clutter use clutter-build-config.h. We
can't use clutter-config.h in clutter because its already used and
installed.
