Move code dealing with Xrandr MetaCrtcs and related functionality to its own file. Eventually, MetaCrtcCrtc should be introduced, based on MetaCrtc, and this commit is in preparation for that. https://bugzilla.gnome.org/show_bug.cgi?id=785381
