[cogl/gles] Fixes for building for GLES 1 using floats

* This adds GLfixed -> GLfloat conversion
* redefines cogl_wrap_glBlahx macros as glBlahf
* Other misc fixes (mostly corresponding to cogl/gl equivalents)
