edge-resistance: Remove useless variable

There is a variable in meta_window_edge_resistance_for_resize
that isn't really helpful: it just assumes TRUE, and is passed
to apply_edge_resistance_to_each_side.

This patch removes that useless variable and simply pass TRUE
instead.
