Change default tile-waste from 64 to 63

It's more sensible to use 2^n-1 for a max tile-waste value rather
than 2^n, so change the value default from 64 to 63. Example:
191 and 192 will both be sliced to 128+64 rather than having
191=>128+64, 192=>256.
