windowManager: Use SwipeTracker

Replace existing four-finger gestures with SwipeTracker.

Since TouchpadWorkspaceSwitchAction and WorkspaceSwitchAction are now
unused, remove them.

Change programmatic workspace transition to use easeOutCubic interpolator
to match the gesture.
