st: Introspect StIconTheme

Browse Source 
StIconTheme was added as a private implementation detail of
StTextureCache, but it turns out that some extensions do
make heavy use of GtkIconTheme.

Allow them to port away from GTK by exposing StIconTheme to
introspection.
