ci: Don't install fake pkexec in toolbox image
The mutter image already replaces `pkexec` with a symlink to `sudo`, which does the same job as the `su` wrapper. Part-of: <https://gitlab.gnome.org/GNOME/gnome-shell/-/merge_requests/2850>
