bd8db38460 kms/impl-device: Track dispatch duration in crtc_frame_deadline_dispatch
And take it into account in meta_kms_crtc_get_deadline_evasion.

This uses the same fundamental approach as clutter frame clock scheduling:

Measure the deadline timer dispatch duration, keep track of the longest
duration, and set the timer to fire such that the longest measured
dispatch duration would result in it completing shortly before start of
vblank.

6ec1312384 renderer-view/native: Update deadline evasion each frame
The deadline evasion depends on debug flags, but they are not trackable,
so update the deadline evasion each time we schedule an update.

498310ec7c monitor-config-manager: Consider leased CRTCs assigned
With leasing, we will give another client control over connectors but
they also need a CRTC to drive them. Those CRTCs won't be available to
the desktop/monitor-manager.

4ad282cf26 kms: Allow setting the "VRR_ENABLED" property on a CRTC
Add functions to update and monitor the value of the "VRR_ENABLED"
KMS property.

This requires the addition of functions to process CRTC property
updates in both the atomic and the simple KMS backends. The
implementation is similar to the implemention of processing
connector updates.

43a1ba3432 tests: Add KMS device tests
As other KMS tests, depends on being DRM master and vkms being loaded.

Currently consists of a sanity check that checks for the expected set of
connectors, CRTCs, planes, etc.

f07d6d1f43 kms/crtc: Keep track of ACTIVE property value
When atomic modesetting isn't enabled, this property may not exist, so
emulate by assuming ACTIVE is set to true if a mode is set.

68f18f1fe9 monitor-manager/kms: Use KMS abstraction to get and set CRTC gamma
Still doesn't synchronize with frame drawing, but no point in doing that
until gamma is managed by mutter itself and not gnome-settings-daemon.

596376c408 crtc/kms: Outsource CRTC state fetching to MetaKmsCrtc
Move reading state into a struct for MetaCrtcKms to use instead of
querying KMS itself. The state is fetched in the impl context, but
consists of only simple data types, so is made accessible publicly. As
of this, MetaCrtcKms construction does not involve any manual KMS
interaction outside of the MetaKms abstraction.

15a2ccd21b kms: Add CRTC representation
Add MetaKmsCrtc to represent a CRTC on the associated device. Change
MetaCrtcKms to use the ones discovered by the KMS abstraction. It still
reads the resources handed over by MetaGpuKms, but eventually it will
use only MetaKmsCrtc.

MetaKmsCrtc is a type of object that is usable both from an impl task
and from outside. All the API exposed via the non-private header is
expected to be accessible from outside of the meta-kms namespace.
