introspection: Add missing (out) annotations

Comprehensively add (out) annotations to functions parameters
returning int/float/double.

Not handled here: structure out returns like ClutterColor or
ClutterPerspective or GValue that should get (out caller-allocates).

Not handled here: Cogl
