surface-actor: Use clutter_actor_get_paint_opacity
This prevents opaque regions from being subtracted from the unobscured regions while MetaWindowActor is transparent (e.g. in window close animation). Part-of: <https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/2726>
