GL_IMG_TEXTURE_NPOT extension enables TEXTURE_NPOT features on GLES

Older drivers for PowerVR SGX hardware have the vendor-specific
GL_IMG_TEXTURE_NPOT extension instead of the
functionally-equivalent GL_OES_TEXTURE_NPOT extension.
