Decrease the main-loop priority of the frame cycle

Change CLUTTER_PRIORITY_REDRAW to be lower than the GTK+ resize
  and relayout priorities to avoid starving GTK+ when run in the
  same process as clutter.
Remove the unused CLUTTER_PRIORITY_TIMELINE
