cogl: Add half float implementation
This implementation is copied from mesa. It uses x86_64 assembler on CPUs where it's supported, otherwise falls back on a software implementation (cogl-soft-float.c). It's intended to be used for packing and unpacking f16 format bitmaps. Part-of: <https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/3441>
