cogl: Adds COGL_ENABLE_EXPERIMENTAL_2_0_API define

For now this new define is simply an alias for
COGL_ENABLE_EXPERIMENTAL_API but the intention is that we will also use
it to start experimenting with changes that need to break the existing
Cogl API in incompatible ways.
