clutter: Add pointer accessibility signals
Add the required signaling in place in clutter device manager to notify the upper layers (namely, the shell) whenever a click assist delay or gesture is started or stopped. This will allow the shell to implement a visual feedback for click assist operations. https://gitlab.gnome.org/GNOME/mutter/merge_requests/512
