_createNetworkItem was always appending access point at the end of the menu when their position was < 5 (NUM_VISIBLE_NETWORKS), ignoring the presence or absence of _overflowItem, which thus ended in the middle of the network list. Fix that. https://bugzilla.gnome.org/show_bug.cgi?id=652313
