extensions-app: Replace info-symbolic with info-outline-symbolic
...
Software and Settings apps are now using info-outline-symbolic,
so use it in Extensions too to keep consistency.

extensions-app: Use details popover

Showing all the extension info and possible actions in every
row is fairly noisy, and doesn't match the usual list patterns.
Streamline the UI by moving the actions and most of the info into
a details popover, so the rows themselves get closer to the
standard pattern.

extensions-app: Move Extensions app to new subproject
...
The Extensions app code is now independent enough from the rest of the code
base to move it to its own subprojects, like we did for the extensions-tool.
This allows for stand-alone builds of the app, which we are about to use
for distributing it as flatpak.
