Magnifier DBus setCrosswireColor() doesn't convert correctly to hex string.

Modified setCrosswireColor() in magnifierDBus.js to correctly pad hex string
with leading zeroes when converting from integer.

Don't use double quotes for things that don't need to be translated
...
This is our convention.
The only exceptions are double quotes for words in comments that give
them a special meaning (though beware that these quotes are not truly
necessary most of the time) and double quotes that need to be a part
of the output string.

Add missing magnifier files from the last commit

Also, this patch differs from the one in Bugzilla
in that we start/stop tracking the mouse depending
on whether the magnifier is active.
