StAdjustment implements the ClutterAnimatable interface, so we can
already animate its properties with ClutterPropertyTransitions.
But as it is currently not possible to associate a transition with
an adjustment, it must be owned (and kept alive in case of GC) by
the calling code.
Change that by implementing the same (add|remove|get)_transition() API
as ClutterActor, so we can use a familiar API and even duck typing in
case of javascript.

Cut down on boilerplate by using the (no longer that) new helper
macros. We don't care about breaking ABI in private libraries, so
use G_DECLARE_FINAL_TYPE even where the class struct used to be
exposed in the header, except for types we inherit from ourselves
(obviously) or where the class exposes any vfuncs (where changes
could affect inheritance in extensions).
The code here before was added as dummy code to satisfy an error
in the missing switch, and wasn't ever tested due to the lack of XI2
in mutter. Use the same math as GtkRange does to calculate scroll bar
positions from raw XI2 deltas to allow for proper smooth scrolling.

StAdjustment has some non-functional and unused animation vestiges
like the "elastic" property, st_adjustment_interpolate() and
st_adjustment_clamp().
This commit vacuums that stuff up so it doesn't tempt anyone into
trying to use it.

* Make sure all source files have a LGPL copyright header, and standardize
non-standard variations of the header to a common form.
* Check and update all copyright notices.
* Remove 'Written By:' lines. They are universally incomplete and
typically indicate only who started a particular file.

To each .c and .h file, add:
/* -*- mode: C; c-file-style: "gnu"; indent-tabs-mode: nil; -*- */
'gnu' is the default anyways for Emacs, but indent-tabs-mode is not,
so this sets things up to correspond to the policy of no-tabs.
