st: Make StScrollViewFade a ClutterShaderEffect
The cogl_shader_XXX and cogl_program_YYY APIs have been deprecated this cycle, so port to ClutterShaderEffect instead. https://bugzilla.gnome.org/show_bug.cgi?id=707508
